Organizational Context
The International Organization for Migration (IOM), established in 1951, is a leading inter-governmental organization promoting humane and orderly migration. Within the "Enhancing the 4Ps Approach to Counter Trafficking in Mauritius" project, IOM supports the Government of Mauritius in strengthening its response to trafficking in persons. This consultancy focuses on enhancing gender-sensitive and victim-centred approaches to assistance by improving national systems and capacities for comprehensive support to victims of trafficking (VOTs).
Job Purpose
This consultancy aims to strengthen national capacities and systems in Mauritius to provide comprehensive, coordinated, and rights-based support to victims of trafficking (VOTs), with a focus on gender- and child-sensitive approaches. The role will involve assessing current support systems, including shelter management and referral mechanisms, and developing actionable recommendations for improvement. Key outputs include updated shelter management guidelines, a functional referral network for service providers, and a gender-sensitive Training of Trainers (ToT) program. The ultimate goal is to enhance the effectiveness and victim-centred nature of assistance provided to VOTs in Mauritius, addressing existing challenges in shelter arrangements and referral pathways.
Responsibilities
The consultant will conduct a comprehensive assessment of national capacities to support victims of trafficking (VOTs) in Mauritius, including stakeholder mapping, review of existing procedures, shelter systems, and referral mechanisms, identifying gaps in gender- and child-sensitive assistance. Based on findings, the consultant will develop actionable recommendations and a list of required shelter kits. Responsibilities include preparing an inception report, facilitating validation workshops for assessment findings and shelter management guidelines, and developing comprehensive, gender- and child-sensitive shelter management guidelines. Additionally, the consultant will update the mapping and directory of service providers for the national referral mechanism and design, implement, and evaluate a gender- and age-sensitive Training of Trainers (ToT) program on shelter management and victim assistance.
Work Experience
A minimum of 7 years of relevant experience in counter-trafficking, victim assistance, capacity assessments, or capacity-building initiatives is required. Proven experience in conducting assessments, developing policy documents, and designing/delivering training programs, including Training of Trainers (ToT), is essential. Experience in strengthening referral mechanisms or service provider networks is an asset.
