Job Purpose
This Health Capacity Strengthening Consultant role provides crucial technical and operational support for the SISSIRP project in Sudan, funded by the African Development Bank. The primary purpose is to implement health capacity strengthening and training activities, focusing on institutional development at federal and state levels. The consultant will coordinate with key health actors, including WHO, to ensure effective and aligned capacity building efforts. This position is vital for restoring and enhancing access to essential health services, strengthening resilience, and promoting equitable service delivery within the project's scope, contributing directly to the project's objectives of rehabilitating social sector infrastructure and improving community well-being.
Responsibilities
The consultant will support coordination with the Federal Ministry of Health and other federal institutions for capacity strengthening activities. They will liaise with WHO and other health actors to align training content and avoid duplication. Responsibilities include supporting needs assessments, the adoption of national training curricula, and the design and rollout of training programs for over 900 health personnel, ensuring at least 50% women participation. The role involves organizing and delivering trainings, ensuring conflict-sensitive and inclusive implementation, and supporting partnership agreements with health authorities and organizations. Additionally, the consultant will maintain a training tracking system, manage records, prepare administrative and procurement requests, and engage with local health authorities and community groups. Travel within Sudan is required to support activities and monitor implementation.
Work Experience
Experience is required in working with non-governmental, international governmental, or UN organizations. Specific experience in health programming, health workforce development, capacity building, or training delivery is essential, along with strong report writing skills. Experience in administrative and financial management, budget monitoring, and internal controls is also necessary. Knowledge of Sudan's health system and institutions, and familiarity with WHO frameworks are advantageous.

Strong analytical, planning, administrative, and time management skills are essential.
