Organizational Context
The International Organization for Migration (IOM) is a UN agency dedicated to promoting humane and orderly migration. This role contributes to a project funded by the Swiss Confederation aimed at strengthening migration governance in Kosovo. The project focuses on enhancing institutional capacities, improving data systems, and supporting migration management processes, specifically through digitalization efforts.
Job Purpose
This consultancy focuses on a preparatory phase for advancing the digital transformation of migration services in Kosovo. The primary goal is to conduct a comprehensive technical assessment and feasibility analysis of existing systems and processes related to foreigner registration and residence permits. The role will identify gaps, propose solutions, and inform the development of an integrated, end-to-end case management system. This will involve assessing the current Biometric Identification System (BIS) and hotel guest reporting, and drafting terms of reference for system upgrades and digitalization initiatives, ultimately aiming to improve data management, security, and service delivery for migration-related functions.
Responsibilities
The consultant will prepare a comprehensive assessment report on the current Biometric Identification System (BIS), identifying technical issues and areas for improvement. They will also analyze the existing hotel guest reporting system to inform the development of a new module. Key tasks include drafting Terms of Reference (ToR) for BIS upgrades and the digitalization of migration services. Furthermore, the consultant will assess infrastructure, systems, workflows, and legal frameworks for residence permits, identifying bottlenecks and opportunities for digitalization. Finally, they will provide recommendations for an integrated Case Management System (CMS) concept and draft a concept note and ToR for the digitalization and decentralization of migration services.
Work Experience
Requires at least 15 years of relevant IT experience in databases, system analysis, design, and digitalization, particularly within public institutions. A minimum of 5 years of experience in preparing Terms of Reference for complex projects is necessary. Experience with data and system integration, project management (software/integration related), and biometric systems is essential. Experience in migration governance or police work related to migration databases is desirable.
