The International Organization for Migration (IOM) is a UN agency promoting humane and orderly migration. IOM Brazil's Program Support Unit (PSU), part of the Cooperation and Partnerships Division, provides essential coordination and technical support for project implementation nationwide. This role sits within the PSU, supporting effective program management and adherence to institutional objectives.
Job Purpose
The Monitoring & Evaluation Consultant will provide crucial technical support to IOM Brazil's Country Office, focusing on M&E and donor reporting activities. This role is instrumental in managing and reviewing donor reports, refining monitoring plans and frameworks, and ensuring IOM's reporting commitments to the UN Country Team are met. The consultant will also contribute to knowledge management and learning initiatives, including organizing capacity-building sessions on M&E and results-based reporting, and identifying best practices in Brazil. This position directly supports the Program Support Unit in enhancing project effectiveness and visibility.
Responsibilities
The consultant will support M&E activities by developing and refining M&E plans, templates, and tools aligned with donor requirements and IOM policies. This includes ensuring the integration of M&E procedures into programming and reviewing existing monitoring mechanisms. For donor reporting, the consultant will coordinate the timely preparation and submission of narrative reports, ensuring alignment with donor specifications and sharing results. Support will also be provided for institutional reporting, such as the UN Sustainable Development Cooperation Framework. Additional tasks include contributing to new project development, documenting and reporting on retrospective sessions, identifying and submitting good practices, and assisting the PSU with ad-hoc requests like drafting and reviewing project proposals and appeals.
Work Experience
Previous experience in Monitoring & Evaluation (M&E), data analysis, and donor reporting is required. The role also necessitates excellent research and analytical skills, with the ability to work both independently and collaboratively within a diverse team.
