Consultant - Durable Solutions Expert
Organizational Context
IOM, established in 1951, is the leading UN agency for migration, promoting humane and orderly migration globally. In South Sudan, IOM's programming spans humanitarian coordination, response, resilience, peacebuilding, transition, and development. The organization actively addresses displacement challenges, focusing on sustainable solutions for return, relocation, and reintegration. This role contributes to the Transition and Recovery Unit, supporting the Chief of Mission and the Transition and Recovery Coordinator.
Job Purpose
The Durable Solutions Expert will provide high-quality technical guidance for IOM South Sudan's durable solutions programming, focusing on integration and solutions assessment. This role involves designing and overseeing assessments, developing workshops, and coordinating with stakeholders, UN agencies, and external partners. The expert will support the Transition and Recovery Unit in identifying opportunities and designing new integrated programming, including the development of solutions roadmaps and Area-Based Coordination (ABC) approaches. The purpose is to facilitate sustainable, long-term solutions that support the voluntary, safe, and dignified return, relocation, and reintegration of displaced populations within South Sudan's complex displacement landscape.
Responsibilities
The Durable Solutions Expert will provide technical guidance for durable solutions work, particularly Area-Based Coordination (ABC) approaches. Responsibilities include leading the Durable Solutions Working Group (DSWG), organizing meetings, and engaging with stakeholders. The expert will review and synthesize research on displacement solutions, design assessment tools, and ensure community engagement is context-sensitive. Integration of conflict analysis and Housing, Land, and Property (HLP) considerations into solutions pathways is crucial. Coordination with UN agencies, NGOs, and government authorities is required to identify lessons learned and priorities. The role supports the design and delivery of integrated programming, embedding durable solutions across sectors and aligning with humanitarian-development-peacebuilding nexus objectives. Additionally, the expert will conduct key informant interviews, contribute to project implementation tools, and facilitate workshops.
Work Experience
Requires at least six years of professional experience in durable solutions, research, integrated programming, or displacement-related projects, preferably in fragile or conflict-affected settings. Demonstrated experience in conducting research and analysis on durable solutions is essential. Experience in producing action-oriented analysis with clear recommendations and proven experience working with international organizations, UN agencies, or NGOs in recovery contexts are also required.
