Migration Health Officer (health Product)
Organizational Context
The International Organization for Migration (IOM), a UN-related organization established in 1951, promotes humane and orderly migration. This role, under the guidance of the IOM Jordan Chief of Mission, focuses on coordinating and monitoring health product procurement and supply chains for the Middle East Response project, ensuring end-to-end visibility and commodity tracking.
Job Purpose
The Migration Health Officer (Health Product) is responsible for the downstream procurement and supply chain management of health products and medical equipment for the Middle East Response (MER) project. This includes coordinating with MER countries, enhancing supply chain visibility through digitalization, and tracking capital investments. The role aims to address inadequate visibility of health equipment, implement asset management strategies, and provide oversight for commodity security. By ensuring the operational functionality of health equipment and optimizing supply chains, the position contributes to the sustainability of programs and supports the achievement of grant objectives, ultimately benefiting end-users and program outcomes.
Responsibilities
Coordinate downstream procurement and supply chain operations for health products within the Middle East Response Global Fund (MER-GF) project across seven countries. Enhance supply chain visibility and optimize operations through digitalization and capital investment management. Align programmatic targets with health product investments and supply chains for better performance. Establish and maintain a digital platform for real-time data on commodity availability and distribution to inform decision-making and planning. Review and assess all project-acquired assets, reporting on their functionality and identifying strengths, gaps, and risks in asset management. Ensure equipment functionality, prevent stock-outs, and promptly address any issues through proactive engagement with suppliers and countries. Monitor commodity management, including quantities received, utilized, and stocked, linking this data to achieved results and informing future procurement needs. Review stock management and warehousing practices, suggesting and supporting improvements. Assess the investment in and operationalization of the District Health Information System (DHIS) for TB and HIV programs, coordinating with relevant bodies for integration. Contribute to case studies, success stories, and documentation of best practices. Coordinate with donors and auditors on project monitoring related to procurement and supply management, ensuring compliance.
Work Experience
Experience in managing Global Fund projects (TB, HIV, or malaria) in similar settings, including planning, implementation, and performance monitoring. Substantial experience working with government and/or international agencies on donor project coordination or implementation is essential. Experience in international relations, development, project, and portfolio management is required. Working experience in procurement and supply chain management within UN or other international organizations in resource-constrained environments is also necessary.

Demonstrated written and spoken communication skills, good interpersonal skills, and ability to work in a multicultural environment. Excellent analytical skills and computer literacy, including proficiency in office software, spreadsheets, databases, and web-based management systems.
