Job Purpose
This consultancy role supports the Regional Policy and Liaison Unit (RPLU) in Panama, under the direct supervision of the Regional Policy and Liaison Officer (RPLO). The incumbent will contribute to policy development and strategic engagement with internal and external partners, aligning with guidance from Headquarters. Key functions include coordinating policy development and liaison within the Regional Office, supporting Regional Thematic Units, and providing Country Offices with evidence-based policy guidance, assistance in engaging external partners, and support for project development. The role is crucial for enhancing IOM's policy initiatives and strengthening its support to member states and migrants in the region.
Responsibilities
Provide technical support for capacity building, training materials, and monitoring tools related to policy development, the UN Network for Migration, and the Global Compact for Migration. Coordinate and organize meetings and consultations with external partners, including UN agencies, Regional Economic Communities, and donors. Assist in drafting and reviewing project proposals and concept notes on migration policy and related issues. Compile and disseminate information on migration policy developments and best practices. Draft internal reports, presentations, and briefings. Support knowledge management initiatives by organizing and maintaining relevant documentation. Track and manage correspondence from stakeholders, ensuring timely follow-up. Participate in relevant workshops and meetings. Perform other assigned tasks within the scope of the Terms of Reference.
Work Experience
Experience in migration issues, including operational and field experience, project management, policy development, and liaison is essential. Demonstrated expertise in project development is required. Experience liaising with governmental authorities, national/international institutions, the private sector, and NGOs is necessary. Knowledge of monitoring, evaluation, and learning is needed. Prior work experience in policy development and liaison within the region is considered an asset.
