Organizational Context
The International Organization for Migration (IOM) supports Member States in strengthening border governance. In the Republic of the Marshall Islands (RMI), a dispersed Small Island Developing State, border management faces unique challenges. The Department of Immigration (DOI) is central to these functions, supported by IOM's Migration Information and Data Analysis System (MIDAS). This consultancy aims to enhance DOI's strategic planning and interagency coordination.
Job Purpose
This consultancy aims to provide high-level technical assistance to the Department of Immigration (DOI) in the Republic of the Marshall Islands. The primary purpose is to support the development of the DOI Strategic Plan for 2027-2032, ensuring it addresses institutional development, service delivery improvements, and digital system sustainability. Additionally, the role involves supporting the prioritization and development of Standard Operating Procedures (SOPs) and strengthening interagency coordination mechanisms. The objective is to foster evidence-based, gender-responsive, and protection-sensitive border governance, contributing to more effective and sustainable migration management within the unique context of the Marshall Islands.
Responsibilities
The consultant will lead the strategic planning process for the Department of Immigration (DOI), culminating in the DOI Strategic Plan 2027–2032. This involves translating existing assessments into practical reform priorities and facilitating consultations with DOI staff and government stakeholders. Key duties include identifying, prioritizing, and drafting operational Standard Operating Procedures (SOPs) and policy instruments. The role also encompasses developing interagency coordination mechanisms, data-sharing protocols, and referral pathways to ensure effective collaboration. Furthermore, the consultant will design and deliver technical workshops for capacity building, ensuring all outputs promote gender-responsive, protection-sensitive, and evidence-based border governance practices. Finally, the consultant will prepare implementation recommendations and ensure the final validation and handover of all developed products.
Work Experience
A minimum of seven years of relevant professional experience in International Border Management is required. Demonstrated experience with IOM MIDAS in operational settings, proven experience in strategic planning, institutional reform, SOP development, or immigration governance, and experience facilitating multi-stakeholder or interagency coordination processes are essential. Experience in Small Island Developing States or Pacific contexts is considered an asset.
