National Protection Officer (humanitarian Protection)
Organizational Context
The International Organization for Migration (IOM) in Türkiye seeks a National Protection Officer (Humanitarian Protection) based in Gaziantep. This role operates under the Deputy Chief of Mission and Senior Protection Coordinator, coordinating with various IOM units. The position focuses on supporting and monitoring humanitarian protection activities, ensuring alignment with IOM standards and donor requirements.
Job Purpose
The National Protection Officer (Humanitarian Protection) is responsible for supporting the coordination and monitoring of activities within the Humanitarian Protection sub-unit in Türkiye. This involves overseeing the implementation of protection activities across teams, tracking progress, and contributing to reporting and documentation. The role ensures adherence to IOM protection standards and donor requirements. Additionally, the incumbent will contribute to developing essential tools, standard operating procedures (SOPs), and capacity-building initiatives for protection activities, including those related to Emergency Case Management (ECM), Protection Desks, and Voluntary Return and Advisory Desks, thereby strengthening the overall protection framework.
Responsibilities
Coordinate the implementation and monitoring of humanitarian protection activities in Türkiye, managing financial, logistical, administrative, and technical aspects according to IOM policies and donor agreements. Monitor protection activities, document results, identify deviations, and recommend corrective actions. Contribute to developing and adjusting work plans, M&E tools, and SOPs for humanitarian protection programming. Provide technical guidance to staff and partners on protection interventions, mainstreaming, PSEA, and survivor-centred approaches. Oversee case management processes, ensuring quality service delivery and protection-sensitive approaches, including referrals to specialized services. Develop and roll out SOPs and tools for vulnerability screening, case management, and advisory desks. Coordinate data collection, analysis, and update information management systems. Identify project development opportunities and contribute to proposal drafting. Prepare and disseminate project reports and contribute to planning documents. Liaise with donors, partners, UN agencies, local authorities, and stakeholders. Support community engagement, awareness-raising, and feedback mechanisms. Plan and deliver capacity-building activities for staff, partners, and communities. Participate in relevant coordination meetings and forums. Supervise project staff and provide technical guidance to implementing partners. Undertake duty travel for project implementation and monitoring.
Work Experience
Experience in humanitarian protection programming, including case management and service delivery mechanisms. Experience with case management systems, supervision of case workers, and adherence to protection principles. Experience working with vulnerable populations such as migrants, refugees, GBV survivors, and UASC. Experience in project implementation, monitoring, reporting, and stakeholder engagement. Experience liaising with government, UN agencies, NGOs, and community organizations. Experience in capacity building and training on protection principles. Experience in emergency or humanitarian settings is advantageous.
Skills
Knowledge of protection principles (do no harm, confidentiality, survivor-centred approaches). Understanding of case management processes and referral pathways. Ability to provide technical guidance and coordination. Strong analytical and problem-solving skills. Effective communication and interpersonal skills. Ability to work under pressure and manage multiple priorities. Proficiency in report writing and Microsoft Office. Strong organizational and stakeholder engagement skills.
