Organizational Context

This role operates under the Head of Office and Resources Management Officer, supporting supply chain activities to ensure timely and cost-effective delivery of goods and services.
Job Purpose
This role is crucial for assisting in the implementation of supply chain activities within IOM, aligning with established Supply Chain Management (SCM) objectives. The primary purpose is to ensure the efficient and timely procurement and delivery of quality goods and services to beneficiaries at the optimal price. The position contributes to the overall operational effectiveness of IOM by managing procurement processes, maintaining vendor relationships, and ensuring compliance with organizational procedures. By supporting these functions, the role directly impacts IOM's ability to deliver on its mandate of promoting humane and orderly migration and assisting people on the move.
Responsibilities
Key responsibilities include managing the procurement process from requisition to delivery. This involves receiving and verifying procurement requests, preparing tender documents, soliciting bids, and conducting bid analyses. The role requires preparing purchase orders and contracts, confirming terms with suppliers, and coordinating authorizations. Monitoring the status of requisitions and ensuring timely delivery of goods and services are essential. Additionally, responsibilities include reviewing vendor invoices, preparing payment requests, and coordinating timely payments. Maintaining accurate physical and electronic records of all procurement documentation and preparing periodic reports are also key duties. The role involves conducting market surveys to identify new suppliers, participating in their evaluation, and managing contractual agreements, including renewals. It also includes performing supply chain tasks related to asset management, warehousing, and transportation, and providing guidance on procurement procedures to staff.
Work Experience
Required experience includes working in procurement and logistics, managing vendors and service providers, and familiarity with asset management processes. Experience with IOM/UN Procurement and Logistics Rules and Procedures, and working in an international organization, are considered advantageous.
Skills
Proficiency in computer literacy, ability to work with national and international institutions, strong report writing skills, excellent communication and negotiation abilities, and the capacity to establish realistic resource requirements.
