Organizational Context
The International Organization for Migration (IOM) is undertaking a project to map diaspora associations and individuals in at least ten EU Member States. The goal is to strengthen diaspora-led climate action in Bangladesh, India, Nepal, and Sri Lanka. This consultancy role will lead the mapping efforts, manage national consultants, and contribute to policy development.
Job Purpose
The purpose of this consultancy is to conduct a comprehensive mapping of diaspora associations, individuals, and organizations from South Asian countries (Bangladesh, India, Nepal, Sri Lanka) residing in at least ten EU Member States. This mapping will identify potential engagement opportunities for diaspora communities to contribute to climate adaptation, disaster preparedness, and resilience initiatives in their countries of origin. The role involves developing a detailed database, analyzing engagement strategies, and providing recommendations for structured outreach and capacity building. The ultimate aim is to foster stronger, more effective diaspora-led climate action and policy engagement, leveraging the skills, resources, and networks of the diaspora.
Responsibilities
The consultant will be responsible for developing and executing a comprehensive methodology for mapping diaspora associations across selected EU Member States. This includes conducting desk reviews, mapping various types of diaspora organizations, analyzing their characteristics and climate engagement potential, and validating contact information. The role also involves conducting qualitative interviews and surveys with diaspora representatives, government agencies, and EU institutions. A key responsibility is the recruitment, management, and mentorship of national consultants in South Asia. The consultant will prepare an inception report, a detailed diaspora mapping database, a draft analytical report, and a final consolidated report with recommendations. Additionally, the consultant will present findings and prepare a policy brief and slide deck on diaspora engagement for climate action.
Work Experience
A minimum of 7 years of relevant experience is required in areas such as diaspora engagement, climate change, development studies, or migration research. Demonstrated experience in conducting mapping exercises or policy research is essential. Familiarity with EU diaspora knowledge and experience working with UN agencies or government institutions are desirable.
