Job Purpose
The National Accounting Compliance Officer will lead and supervise the Accounting Compliance Unit (ACU) within Manila Institutional Financial Services (MIFS). This position is crucial for providing global financial oversight, monitoring, and quality assurance to IOM Country Offices and the Global Shared Services Centre. The role involves supporting period-end closing, conducting periodic account reviews, and offering integrated financial and accounting recommendations. The primary objective is to ensure all financial operations strictly comply with IOM's comprehensive accounting regulations, rules, policies, and procedures, thereby maintaining financial integrity and operational efficiency across the organization.
Responsibilities
Leadership: Coordinate and supervise the MIFS-ACU team, ensuring efficient service delivery to IOM Country Offices and the Global Shared Services Centre. Harmonize procedures with other ACU units. Oversight, Compliance, and Global Monitoring: Provide regular reports to management, promptly flag financial deviations, and monitor quality reviews of dedicated accounts. Coordinate annual risk assessment reviews and support external and internal audits. Institutional Support: Offer guidance to Country Offices and GSSC on accounting matters, financial practices, and the application of standards like IPSAS. Analyze and resolve complex accounting issues, and monitor month-end closure progress. Governance, Standards, and Frameworks: Identify needs for procedural and policy improvements, contribute to policy development, and enhance internal controls. Recommend system enhancements and participate in user acceptance testing. People Management: Plan staffing, guide team members, supervise performance, and conduct training on accounting, audit, and financial systems.
Work Experience
Requires experience in accounting, finance, or information systems; audit experience is advantageous. Experience with international organizations and International Public Sector Accounting Standards (IPSAS) is desired. Familiarity with Oracle systems is a plus, and supervisory experience is desirable.
Skills
Sound knowledge of accounting systems (including Oracle), business risk controls, and audit/review procedures. Proficiency in MS Office applications. Strong analytical and problem-solving skills.
