Organizational Context
The International Organization for Migration (IOM) has been active in Papua New Guinea since 2001, delivering humanitarian relief and strengthening government capacity. The organization supports displaced populations, assists stranded migrants, and protects vulnerable groups through programs in disaster management, peacebuilding, and border management. This role supports the ongoing response to Tropical Cyclone Maila, a key operational priority.
Job Purpose
This role provides essential day-to-day programmatic support to IOM's Emergencies & Disaster Management (EDM) programme, with a specific focus on the Tropical Cyclone Maila response. The National Emergency Support Officer ensures the high-quality, accurate, and consistent delivery of activities critical to IOM's emergency operations and the broader humanitarian response in Papua New Guinea. Working under the guidance of senior staff, the position contributes directly to life-saving assistance and coordination efforts for affected communities, safeguarding the rights of vulnerable groups and strengthening the capacity of national and provincial authorities.
Responsibilities
Provide day-to-day programmatic support to the Emergencies & Disaster Management (EDM) Unit, ensuring timely implementation of Tropical Cyclone Maila response activities, including assessments, distributions, and monitoring. Serve as a primary liaison for field operations, addressing logistical and administrative needs and escalating issues as required. Coordinate and oversee regular information collection from the field, ensuring data accuracy and consolidation into operational reports. Organize and support meetings, contributing to field assessments, post-assistance monitoring, and event tracking. Assist in developing survey tools and mission plans, and participate in field missions. Support the collection and delivery of emergency relief supplies, maintaining accurate distribution records. Collaborate with government counterparts, partners, and local communities to ensure coordinated assistance delivery. Participate in inter-agency coordination groups and meetings with stakeholders. Undertake duty travel for needs assessments, project monitoring, and problem-solving, and perform other assigned duties.
Work Experience
Requires a minimum of two years of relevant professional experience in emergency response, humanitarian assistance, disaster risk reduction, or project implementation. Experience supporting field activities, data collection, and reporting is essential. Proficiency in Microsoft Office applications is necessary. Ability to work effectively in challenging remote environments and undertake frequent field travel is required.
