Organizational Context
IOM, established in 1951, is a leading UN agency promoting humane and orderly migration. IOM Cambodia implements integrated recovery and stabilization programs in border provinces, focusing on sustainable livelihoods, economic resilience, and reintegration. This Project Officer role supports these initiatives, working under the Chief of Mission and Programme Officer to provide technical input, management, and oversight for livelihood activities.
Job Purpose
The Project Officer will lead programme planning, implementation, monitoring, reporting, and stakeholder engagement for IOM Cambodia's livelihood components. This involves providing technical and operational support across priority return and displacement areas, focusing on economic recovery and community resilience. The role is crucial for planning and implementing livelihood assistance, community recovery activities, cash-for-work, and capacity-building initiatives for staff, partners, and affected communities. The incumbent will also lead field-level engagement through assessments, coordination, and quality assurance to enhance programme delivery in complex settings, requiring strong programme management, coordination, budgeting, and technical support skills.
Responsibilities
Key responsibilities include leading the strategic planning of livelihood approaches, assessing market opportunities and community needs, and facilitating community-based engagement with local authorities and stakeholders. The role involves coordinating with other IOM units for integrated approaches, leading programme activity rollout with detailed planning and budgeting, and monitoring implementation to ensure effectiveness and alignment with objectives. The Project Officer will provide mentorship and capacity building to national staff and partners, establish accountability mechanisms for affected populations, and identify/mitigate operational risks. Representation in coordination forums, preparing donor reports, and performing other assigned duties are also essential.
Work Experience
Requires at least five years of relevant professional experience in livelihoods, economic recovery, or community stabilization programs, preferably in post-crisis settings. Experience in designing and implementing livelihood interventions (e.g., cash-for-work, small business support), coordinating with government and partners, conducting assessments, and programme management is essential. Experience in South/Southeast Asia is preferred.
Skills
Skills in programme implementation, monitoring, budgeting, and reporting. Strong coordination and stakeholder engagement abilities. Experience in livelihoods and market assessments. Excellent communication and interpersonal skills in multicultural environments. Knowledge of the IOM project management cycle and UN/bilateral donor programming. Ability to write and speak clearly and concisely in English.
