Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on promoting humane and orderly migration. Pakistan hosts a significant refugee population, with an increasing number of Afghan nationals facing challenges due to their status. This role is within the Protection Unit of the IOM Islamabad Office, supporting protection mainstreaming and disability inclusion efforts.
Job Purpose
This consultancy role aims to support the Protection Unit in IOM Islamabad by focusing on protection mainstreaming and disability inclusion initiatives. The position will contribute to enhancing the support provided to vulnerable migrant populations in Pakistan, particularly Afghan nationals who may not be eligible for systematic humanitarian assistance. The consultant will play a key part in ensuring that protection principles and inclusive approaches are integrated into IOM's programming, addressing the specific challenges faced by refugees and undocumented migrants in the current context. This involves supporting capacity-building, monitoring, and direct programmatic interventions to improve the lives and protection of people on the move.
Responsibilities
The consultant will be responsible for planning, coordinating, and following up on capacity-building activities related to disability inclusion for staff, partners, and stakeholders. This includes designing and implementing monitoring and evaluation exercises for these activities, collecting data, and reporting findings. Regular field monitoring missions will be conducted to assess the quality of disability inclusion and protection activities, addressing operational challenges with field teams and partners. The role involves identifying programme gaps, lessons learned, and best practices to enhance programme quality and inclusivity. Additionally, the consultant will support the Protection Unit in implementing protection activities, such as case management and cash for protection interventions, ensuring adherence to protection principles and organizational procedures. Developing briefing notes, visibility materials, and reports, and coordinating with internal units and external stakeholders are also key duties.
Work Experience
A minimum of five years of relevant professional experience in protection and disability inclusion is required. Experience in case management or cash for protection programming is an added value. Experience supporting capacity-building activities, field monitoring, reporting, and liaison with partners is necessary. Prior experience in humanitarian or development settings, especially in complex contexts, and working with international organizations, NGOs, or UN agencies is advantageous.
