This role, supervised by the Head of Sub-Office and National Migration Health Officer, supports IOM's health programming in Mindanao, specifically in Basilan, Sulu, and Tawi-Tawi. The position focuses on strengthening local health systems and improving access to quality care, particularly for displaced and mobile populations.
Job Purpose
The Senior Technical and Liaison Associate (Health Facility Development and Accreditation) plays a crucial role in supporting the quality implementation of IOM’s health programming in Mindanao, with a focus on Basilan, Sulu, and Tawi-Tawi. This position is instrumental in strengthening local health systems, enhancing service delivery, and improving community access to quality healthcare, especially for Maternal, Neonatal, and Child Health (MNCH) services. The role involves close collaboration with the Department of Health (DOH) and the Ministry of Health (MOH) – BARMM, and their local counterparts to ensure compliance with health facility standards and accreditation requirements. By providing technical assistance and facilitating coordination, the associate contributes directly to improving health outcomes for vulnerable and mobile populations in the region.
Responsibilities
Assist in implementing health facility development, accreditation, and MNCH equipment provision activities under the guidance of the National Health Officer. Support coordination and liaison with government bodies, health workers, and communities to ensure compliance with health facility development and accreditation standards. Provide technical and operational support to Rural Health Units (RHUs) for DOH licensing, BEmONC certification, and PhilHealth accreditation, including documentation and corrective actions. Monitor health facility renovations and MNCH equipment installation, ensuring adherence to technical specifications and standards. Offer on-site mentoring to health facility staff on accreditation processes, equipment maintenance, and referral systems. Organize and document technical planning meetings, orientations, and site visits with partners, preparing minutes and action points. Conduct field monitoring of health facility development and accreditation, including data collection and reporting. Support the integration of IOM standards such as AAP, PSEA, Do-no-Harm, and conflict sensitivity. Undertake duty travel as required and perform other assigned duties.
Work Experience
Experience in program support, implementation, monitoring, evaluation, and coordination of public health activities, particularly health systems or facility-based interventions. Experience supporting health facility licensing, accreditation, or quality improvement processes is a significant asset. Experience in humanitarian or development operations, government social or health services, and liaising with government counterparts (DOH, BARMM Ministries) is also valuable.
Skills
Proficiency in statistical software and data management tools. Excellent analytical, communication, research, and writing skills with strong computer literacy, especially advanced Microsoft Office knowledge. Ability to conduct mentoring and advocacy sessions. Capacity to integrate migration, climate resilience, and gender mainstreaming. Familiarity with the BARMM context and knowledge of national/local health systems are highly desirable.
