Field Security Officer
Organizational Context
Established in 1951, the International Organization for Migration (IOM) is a UN-related agency focused on migration. The Office of Staff Security (OSS) supports country operations by managing security risks. The Field Security Officer, under direct supervision of the Chief of Mission and technical supervision of the Regional Security Officer, provides expert support for security risk management within the Country Office.
Job Purpose
The Field Security Officer is responsible for providing expert support in all aspects of security risk management to enable IOM's activities in the Country Office. This involves implementing appropriate safety and security management procedures to effectively address issues that could impact the security of IOM personnel, premises, assets, and operational activities. The role ensures that security risks are managed at acceptable levels, contributing to the effective implementation and delivery of IOM programmes and activities. The officer works under the direct supervision of the Chief of Mission and the technical supervision of the Regional Security Officer.
Responsibilities
Key responsibilities include establishing and maintaining relationships with security officials, government counterparts, and UNDSS to gather security information. The officer will provide accurate security assessments and recommendations to the Chief of Mission, develop and test warden systems, and coordinate security training. They will also provide security briefings for personnel, manage travel security requirements, and monitor compliance with UN Security Risk Management Measures. The role involves conducting security risk assessments for IOM programmes, contributing to the Business Continuity Plan, and developing/testing country-specific security plans. Additionally, the Field Security Officer will supervise security staff, monitor deployment numbers, test emergency communication systems, report security incidents, and conduct preliminary inquiries into security breaches.
Work Experience
A minimum of five years of progressively responsible experience in security, risk management, or crisis management is desirable. Experience in planning and implementing risk mitigation measures, international experience, and management experience in humanitarian or public sectors are also beneficial. One year of field operations experience and specialized experience in security programs or risk analysis are advantageous. UNDSS certifications are desirable.

Ability to collaborate with government security counterparts and stakeholders. Demonstrated ability to manage rational behavior and decision-making under pressure. Capacity to supervise and work effectively with diverse teams. Excellent oral and written communication skills, including active listening and effective response.
