Job Purpose
This consultancy aims to conduct the first comprehensive, corridor-sensitive, and implementation-assessed mapping of regular migration pathways within, into, and out of the Middle East and North Africa (MENA) region. The role involves systematically inventorying binding and non-binding instruments across various migration types (labour, education, family, humanitarian, climate, health, business, return) and assessing the data systems used to track these pathways. The findings will be validated through a regional stakeholder workshop and synthesized into a policy brief and analytical report to inform IOM MENA, Member States, and partner agencies, thereby supporting the strategic priority of facilitating regular migration pathways.
Responsibilities
The consultant will deliver a region-wide mapping of regular migration pathways in MENA, cataloguing legal and policy frameworks and assessing data tracking systems. Key deliverables include an inception report detailing the analytical framework, database architecture, and workplan; a populated instrument inventory and preliminary database; a complete instrument database, corridor fiches, and key informant interview summaries; and a draft regional analytical report with recommendations. The final deliverable will be a finalized regional analytical report, incorporating feedback from a validation workshop, along with a policy brief and all associated database files and documentation.
Work Experience
A minimum of seven years of relevant professional experience is required, including proven experience in comparative legal and policy analysis of migration governance frameworks and demonstrated experience producing structured migration databases or mapping exercises at a regional scale. Solid knowledge of the MENA region's migration governance landscape is essential.
Skills
Proven experience in comparative legal and policy analysis; demonstrated experience in migration database creation/mapping; strong knowledge of MENA migration governance; understanding of GCM Objective 5 and IOM's MiGOF; ability to synthesize complex evidence into policy-relevant reports; strong academic writing skills; fluency in English; knowledge of Arabic is an advantage.
