Organizational Context
The International Organization for Migration (IOM) in Ukraine supports the State Statistics Service of Ukraine (SSSU) in developing a register-based population model and ICT systems. This initiative aims to enhance official statistics on Ukraine's de facto population, including demographics, mobility, and migration, by leveraging administrative data and state registers. It aligns with EU accession requirements and prepares for future census rounds.
Job Purpose
This role supports the development of a register-based population model and associated ICT systems for the State Statistics Service of Ukraine (SSSU), with IOM's backing. The primary purpose is to strengthen the production of official statistics on Ukraine's de facto population, encompassing demographic characteristics, mobility, and migration. This involves improving the utilization of administrative data sources and state registers to generate timely and accurate population estimates. The work is crucial for aligning Ukraine's statistical system with UNECE and Eurostat recommendations, supporting EU accession, and preparing for a national population census post-conflict, considering war-related migration dynamics and the inclusion of internally displaced persons (IDPs).
Responsibilities
The consultant will lead the methodological design of the Statistical Population Register (SPR), including developing concepts for its creation and maintenance, proposing record linkage and matching frameworks, and defining rules for data alignment and population inclusion/exclusion. Key tasks involve specifying priority variables, adapting definitions for usual residence (including war-specific sub-populations), developing an identifier strategy, and proposing approaches for household formation and territorial allocation. Additionally, the consultant will design a framework for assessing the quality of administrative data and registers, defining quality dimensions, criteria, and procedures for identifying and documenting errors. This includes developing recommendations for quality control and assurance mechanisms. The role also requires consolidating methodological proposals with existing findings, ensuring outputs inform ICT development, and providing practical recommendations for methodological and quality assurance arrangements supporting the future SPR.
Work Experience
A minimum of 8 years of relevant professional experience in population statistics, statistical population registers, census methodology, or administrative data integration is required. Demonstrated hands-on experience in developing, implementing, or maintaining a Statistical Population Register is essential. Experience with administrative data from multiple systems, geospatial data, and international technical assistance projects is also required.

Strong methodological and analytical drafting skills. Ability to translate international standards into operational recommendations. Excellent written and oral communication skills. Strong coordination and stakeholder engagement skills.
