Job Purpose
The Head of Programmes (Humanitarian Response and Recovery) supports the Deputy Chief of Mission in ensuring coherence between IOM Sudan's programmes and policy development. This role is crucial for effective and efficient programme implementation, aligning with the Country Office's strategy, donor expectations, and beneficiary needs. The position involves close coordination with national and regional authorities, contributing to IOM's mandate of addressing migration challenges and supporting people on the move in Sudan.
Responsibilities
This role is responsible for ensuring the cohesion of programmes across humanitarian, development, and peace nexus initiatives, and their smooth, efficient delivery in line with humanitarian principles. Key duties include contributing to country strategies, developing new programmes, and ensuring compliance with IOM and donor regulations. The position oversees field operations for timely and effective programming, manages donor relations and fundraising, and represents IOM in inter-agency coordination mechanisms, including UN Country Team and Humanitarian Country Team meetings. The role also involves supporting the Deputy Chief of Mission in coordinating programme activities and potentially assuming management functions in the absence of the Chief of Mission.
Work Experience
Requires demonstrated experience in inter-agency coordination, UN systems, and working in crisis and development settings. Proven experience in developing and managing programmes in complex, conflict, and hardship environments is essential. Experience in external relations, liaising with governmental authorities, and formulating policy and strategy for internal displacement and solutions is also necessary. Prior experience as a Head of Office or Senior Programme Manager with a government or UN agency is advantageous.
Skills
Demonstrated knowledge of programme development, management, and capacity-building methodologies. In-depth understanding of migration-related subjects, financial and administrative management, and UN/bilateral donor programming. Proven ability to build relationships with governmental and international institutions, civil society, and the private sector. Familiarity with IOM's project management cycle, financial administration, and procurement processes is required.
