The International Organization for Migration (IOM), a UN agency, promotes humane and orderly migration. This consultancy is for East African citizens and supports the East African Community (EAC) in developing a regional framework for the return and reintegration of stranded migrants. The role contributes to harmonizing approaches, filling protection gaps, and enhancing regional cooperation on migration management.
Job Purpose
The purpose of this consultancy is to conduct a comprehensive study on existing policies, practices, gaps, and opportunities related to the return and reintegration of stranded migrants within the East African Community (EAC) Partner States. The findings will inform the development of a regional framework, establishing common standards and coordinated approaches for safe, orderly, and dignified return and reintegration processes. This initiative aims to strengthen regional cooperation, enhance policy coherence, and align with international, continental, and regional legal instruments, ultimately improving migration management and regional integration.
Responsibilities
The consultant will liaise with the EAC Secretariat and IOM Regional Office, preparing an inception report detailing methodology and work plan. Key tasks include conducting a study on national, regional, continental, and global frameworks governing return and reintegration, identifying gaps and harmonization opportunities. The consultant will provide actionable data for effective responses, collate information for regional and national strategies, and perform a situational analysis of migration trends, drivers, and challenges. Deliverables include an inception report, situational analysis, a draft study report, national consultation reports, and a final outcome report after a regional validation meeting.
Work Experience
A minimum of ten years of professional experience in migration, return, and reintegration is required. Demonstrable experience in developing regional or national frameworks/policies, extensive knowledge of migration legal instruments, and experience engaging with regional bodies and stakeholders are essential. Experience with the EAC or governments in the region is advantageous.
