Job Purpose
The Chief of Mission (COCF) is responsible for IOM's activities within a country and a cluster of countries, ensuring alignment with the organization's mandate and strategic objectives. This role involves overseeing policy, administration, programmes, and finances, and directly supervising other Chiefs of Mission. The position requires establishing project development priorities, mobilizing resources through diverse partnerships, and providing monitoring and backstopping support. In programme countries, the Chief of Mission also contributes to UN Sustainable Development Cooperation Framework objectives, reporting to the Resident Coordinator on IOM's contributions to the 2030 Agenda.
Responsibilities
Key responsibilities include developing and promoting IOM's mandate and strategy, spearheading strategic planning, and ensuring operational excellence in project development and implementation. This involves resource mobilization through a comprehensive strategy, advising on national policy and migration trends, and advocating for appropriate migration management policies. The role entails overseeing country programme execution, ensuring high-quality project performance, and contributing to regional and international migration dialogues. Active participation in UN Country Team activities, joint programming, and reporting to the Resident Coordinator on UNSDCF implementation are crucial. The Chief of Mission also directs operational, human resources, administrative, budgetary, and financial activities, ensures effective resource management, and facilitates knowledge generation and management. Representation of IOM, development of strategic partnerships, and ensuring safety and security management are also key duties.
Work Experience
Requires significant experience in general management, project and resource management. Also essential is substantial experience in diplomacy, fundraising, public relations, and liaising with governmental and diplomatic authorities and international institutions. Experience in delivering large, diverse programmes in complex settings, covering both emergency and development migration programming, is necessary.
Skills
Excellent oral and written communication skills, with the ability to deliver speeches. Proven liaison and negotiation skills. In-depth knowledge of migration-related subject areas. Familiarity with UN and bilateral donor programming and Monitoring and Evaluation frameworks. Effective resource management, financial administration, and management principles. Ability to deliver during crisis response. Good computer literacy.
