Job Purpose
The Chief of Mission (CoM) is accountable for all IOM activities within a country, providing comprehensive policy, administrative, programme, and financial support to the Country Office. This role involves strategic planning, resource mobilization, and ensuring programme effectiveness in alignment with IOM's global mandate and the UN Sustainable Development Cooperation Framework. The CoM also plays a crucial role in reporting to the Resident Coordinator on IOM's contributions to national development goals and the UN's collective results, ensuring migration issues are integrated into national and UN-level strategies.
Responsibilities
The Chief of Mission is responsible for strategic country programme development, including planning, project development, and resource mobilization through diverse partnerships. They ensure programme appropriateness and effectiveness, advising on national migration trends and policies. The role involves active participation in UN inter-agency engagement, contributing to UN Country Team initiatives and joint programming. Oversight includes managing operational programmes, ensuring high-quality performance, and reporting on progress. The CoM also leads representation and strategic partnerships, develops public relations, and ensures safety and security management, including PSEA/SH strategies.
Work Experience
Required experience includes general management, project and resource management, diplomacy, fundraising, public relations, and liaising with governmental and international institutions. Experience in managing diverse migration programming, encompassing both emergency and development contexts, is also essential.
Skills
Key skills include excellent oral and written communication, strong liaison and negotiation abilities, in-depth knowledge of migration-related subjects, understanding of UN and donor programming, and familiarity with Monitoring and Evaluation frameworks. Effective resource management, financial administration, and crisis response capabilities are also vital.
