Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN Related Organization dedicated to promoting humane and orderly migration. As the leading UN agency in migration, IOM collaborates with governmental, intergovernmental, and non-governmental partners. The Chief of Mission (CoM) role provides policy, administrative, programme, and financial support to a Country Office, reporting to the Regional Director and cooperating with Headquarters.
Job Purpose
The Chief of Mission (CoM) is accountable for all IOM activities within a country, providing comprehensive oversight and support to the Country Office. This role involves strategic planning, programme development, and resource mobilization, ensuring alignment with IOM's mandate and the UN Sustainable Development Cooperation Framework (UNSDCF). The CoM plays a crucial part in contributing to the UN's collective results towards the 2030 Agenda. They also engage with the Resident Coordinator (RC) on IOM's contributions to national development objectives and report on progress. The position requires strong leadership to guide the Country Office, foster partnerships, and represent IOM effectively on national and international platforms, ultimately promoting humane and orderly migration.
Responsibilities
The Chief of Mission is responsible for strategic country programme development, including planning, project development, and resource mobilization through diverse partnerships. They ensure programme effectiveness aligns with IOM's vision and UNSDCF, advising on migration trends and policies. Oversight includes the execution of operational programmes, project implementation, and performance assurance. The role involves active participation in UN inter-agency engagement, contributing to UNCT meetings, joint programming, and reporting on UNSDCF results. Resource management encompasses directing operational, human resources, administrative, budgetary, and financial activities. The CoM also facilitates knowledge management, identifies best practices, and coordinates knowledge product development. Representation involves developing partnerships, liaising with governmental and non-governmental stakeholders, and promoting IOM's image through public relations and media activities. Ensuring safety and security management, and leading the PSEA/SH strategy are also key duties.
Work Experience
Required experience includes general management, project and resource management, diplomacy, fundraising, public relations, and liaising with governmental and diplomatic authorities. Experience in managing diverse migration programming, encompassing both emergency and development contexts, is also essential.
Skills
Key skills include excellent oral and written communication, strong liaison and negotiation abilities, in-depth knowledge of migration-related subjects, understanding of UN and donor programming, and familiarity with Monitoring and Evaluation procedures. Effective resource management, financial and business administration knowledge, and the ability to deliver during crisis response are also important. Good computer literacy is required.
