Organizational Context
IOM, established in 1951, is a leading UN agency dedicated to promoting humane and orderly migration. With over 15,000 staff globally, it collaborates with governments and partners to provide migration services and advice. The Chief of Mission (CoM) oversees IOM's country office activities, reporting to the Regional Director and the UN Resident Coordinator on UNSDCF objectives.
Job Purpose
The Chief of Mission (CoM) is responsible and accountable for all IOM activities within a country, providing comprehensive policy, administrative, programme, and financial support to the Country Office. This role involves strategic planning, project development, and resource mobilization, ensuring alignment with IOM's global mandate and the UN Sustainable Development Cooperation Framework (UNSDCF). The CoM plays a crucial part in policy discussions, advocates for effective migration management strategies, and contributes to the UN's collective results towards the 2030 Agenda. The position requires close cooperation with Headquarters, Regional Offices, and national stakeholders, including reporting to the Resident Coordinator on UNSDCF contributions.
Responsibilities
The Chief of Mission is responsible for strategic country programme development, including planning, project development, and resource mobilization through diverse partnerships. This involves ensuring programme effectiveness, advising on national migration trends, and advocating for policies aligned with IOM's vision and global frameworks like the Global Compact for Migration. The role includes direct oversight of operational programmes, ensuring high-quality performance and impact, and active participation in UN inter-agency engagement, including UN Country Team (UNCT) and Humanitarian Country Team (HCT) meetings. Resource management encompasses directing operational, human resources, administrative, budgetary, and financial activities. The CoM also facilitates knowledge management, promotes safety and security, leads PSEA/SH strategies, and represents IOM in various national and international forums, fostering strategic partnerships.
Work Experience
Requires significant experience in general management, project and resource management. Also essential is substantial experience in diplomacy, fundraising, public relations, and liaising with governmental and international institutions. Experience in delivering large, diverse programmes in complex settings, covering both emergency and development migration programming, is necessary.
Skills
Excellent communication (oral and written), liaison, and negotiation skills. In-depth knowledge of migration-related subjects, UN and donor programming, and M&E frameworks. Effective resource management, financial administration, and management principles. Ability to deliver during crisis response and good computer literacy are also required.
