Organizational Context

The IOM Country Office in Ireland operates under the Chief of Mission and the Head of Resources Management, coordinating HR functions.
Job Purpose
The Senior Human Resources Associate provides specialized support in implementing and coordinating Human Resources functions within the IOM Country Office in Ireland. This role ensures HR activities align with organizational policies and procedures. The incumbent collaborates with relevant units at Headquarters and Administrative Centres. The position contributes to the effective management of human resources, supporting the mission's operational needs and fostering a supportive workplace environment. This role is crucial for maintaining HR compliance, supporting staff, and facilitating efficient HR operations within the country office.
Responsibilities
Coordinate and monitor Human Resources management functions, ensuring adherence to organizational policies. Manage recruitment processes, including guidance to hiring managers, screening applications, conducting interviews, and preparing job offers. Oversee pre-employment activities such as documentation, medical exams, and induction sessions. Process HR actions including separations, classifications, and disciplinary matters, coordinating with relevant IOM offices. Administer payroll processes, verifying data, reconciling records, and ensuring accuracy. Prepare and monitor personnel reports, manage correspondence, and maintain HR document archives. Monitor compliance with the Staff Evaluation System and facilitate staff development activities. Provide guidance to staff and managers on HR policies, entitlements, and procedures. Supervise and guide junior staff in the HR unit. Handle HR inquiries and participate in inter-agency HR working groups.
Work Experience
Experience in human resources administration, recruitment, personnel actions, payroll support, contract administration, and staff entitlements. Experience with ERP or HR management systems (SAP or Wave HR is advantageous). Prior experience in international humanitarian organizations or multi-cultural settings is beneficial. Experience handling confidential and sensitive HR information is required.
Skills
Ability to apply HR policies, procedures, rules, and regulations. Strong skills in managing multiple HR processes, maintaining records, monitoring deadlines, and ensuring data quality. Excellent communication and interpersonal skills for effective working relationships in a multicultural environment. Ability to handle sensitive information with professionalism and confidentiality. Proficiency in Microsoft Office applications; SAP experience is a distinct advantage.
