IOM North Macedonia, in coordination with national institutions, is implementing a project funded by the European Union to strengthen migration management and combat organized crime. This initiative involves developing Standard Operating Procedures (SOPs) for assisting unaccompanied minor children and vulnerable foreign nationals, aiming for a human rights-based approach aligned with EU and international standards.
Job Purpose
The purpose of this role is to develop a practical Handbook that elaborates on the established Standard Operating Procedures (SOPs) for assisting unaccompanied minor children and vulnerable foreign nationals. This Handbook will serve as a crucial tool for professionals, facilitating the practical application of SOP standards. It will be an expanded version of the SOPs, ensuring it fully reflects child protection standards, best-interest determination procedures, case management approaches, social service responses, and all mandatory steps for implementation. The role involves close coordination with stakeholders throughout the development, review, and validation stages to ensure the Handbook meets institutional needs and is user-friendly.
Responsibilities
The primary responsibility is to develop and finalize a comprehensive Handbook on the Standard Operating Procedures (SOPs) for Dealing with Unaccompanied Minor Children of Foreign Nationality and Other Vulnerable Categories of Foreign Nationals. This includes conducting desk research on relevant legislation and standards, consulting with government and non-governmental stakeholders, and presenting a work plan and methodology for endorsement. The role requires drafting a user-friendly Handbook with detailed guidance, presenting it at a validation workshop, facilitating discussions, collecting feedback, and incorporating revisions to produce a high-quality, finalized document in Macedonian.
Work Experience
Demonstrated experience in preparing documents for national institutions, such as handbooks or manuals, within the areas of migrant protection, social protection, law enforcement, or judicial contexts. Knowledge of Macedonian migration legislation, including child justice, child protection, and human rights, is essential.
Skills
Expertise in social protection, law enforcement, and/or the judiciary. Experience in document preparation for national institutions. Knowledge of Macedonian migration legislation, EU and international standards on migrant and child protection. Ability to work independently and collaboratively. Strong operational, organizational, and communication skills. Proficiency in MS Office Suite. Fluency in Macedonian is mandatory; English is an advantage.
