Organizational Context
The International Organization for Migration (IOM) is conducting an independent final evaluation of the project 'Support for the Integration of Migrants by the Municipality of Agadir and Surrounding Municipalities'. This project, running from January 2024 to October 2026, covers activities in Agadir and Aït Amira. The evaluation will be led by an external expert to ensure objectivity and provide an assessment aligned with UNEG ethical guidelines.
Job Purpose
The purpose of this role is to conduct an independent final evaluation of the 'Support for the Integration of Migrants by the Municipality of Agadir and Surrounding Municipalities' project. The expert will provide an objective assessment, analysis, and recommendations aligned with IOM guidelines and UNEG ethical standards. This involves evaluating the project's performance, relevance, efficiency, effectiveness, impact, and sustainability over its 33-month duration. The evaluation will cover activities in Agadir and Aït Amira, assess the monitoring system, and identify lessons learned for future projects. The expert will deliver a detailed methodology, collect and analyze data, and produce comprehensive reports.
Responsibilities
The evaluator will independently manage the entire evaluation process. This includes developing a detailed methodology with sampling plans, data collection tools, timelines, and analysis methods. The evaluator will conduct data collection through interviews, focus groups, field visits, and document reviews, adhering to ethical standards. They will engage stakeholders for necessary discussions and analyze collected data using triangulation and defined evaluation criteria. Key deliverables include an inception report, a draft evaluation report, a final evaluation report, a three-language summary note, and a management response matrix, all submitted within agreed deadlines and incorporating feedback from IOM and partners. The IOM project manager and M&E officer will coordinate the evaluation, provide documentation, facilitate stakeholder access, and ensure quality control of deliverables.
Work Experience
A minimum of 10 years of proven experience in conducting development project evaluations, including experience with Theory of Change, Results-Based Management, and human rights-based approaches. In-depth knowledge of the Moroccan context, particularly migration dynamics and territorial governance, is required. Experience with migration, inclusion, protection of vulnerable persons, and local development themes is also necessary.
Skills
Proficiency in qualitative and quantitative data collection and analysis methods. Ability to work independently and collaboratively. Excellent French and Arabic language skills. Good command of English. Strong conceptual, analytical, and communication skills. Experience in writing technical and analytical reports.
