The Emergency Management and Peacebuilding Coordinator, reporting to the Chief of Mission, will lead the Emergency and Disaster Management and Peacebuilding Unit.
Job Purpose
The Emergency Management and Peacebuilding Coordinator will serve as the head of the Emergency and Disaster Management and Peacebuilding Unit in Papua New Guinea. This role is responsible for the development, oversight, and coordination of IOM's programmes and operations related to emergencies, peace, and development coordination. The coordinator will ensure that IOM's activities align with its mandate to promote humane and orderly migration, provide humanitarian relief, and build government capacity. The position requires strategic leadership in managing disaster risk reduction and peacebuilding initiatives, fostering partnerships, and contributing to IOM's overall mission in the country.
Responsibilities
Lead the Emergency and Disaster Management and Peacebuilding Unit, overseeing emergency preparedness, response, and related operations in Papua New Guinea. This includes program development, technical oversight, and ensuring harmonized approaches in line with IOM policies. Proactively manage the Disaster Risk Reduction and Management portfolio, encompassing WASH, Protection, Health, Shelter, CCCM, DTM, GBV, and Peacebuilding projects. Oversee the formulation of country-specific policies and strategies for emergencies, peace, and development, identifying and developing new programs. Maintain strong liaison with governmental authorities, UN agencies, NGOs, and other partners to coordinate activities, advise on new initiatives, and secure funding. Support the Chief of Mission in UN common planning processes, including UNSDCF and humanitarian response plans. Exercise financial oversight for projects, monitor expenditures, and ensure compliance with donor regulations. Lead monitoring and evaluation, reporting to headquarters, regional offices, and donors, and develop communication materials. Advise the Chief of Mission on emergency-related matters, including staff deployment and funding mechanisms. Develop and deliver training on disaster risk reduction, management, and peacebuilding. Supervise project staff and ensure the effective management of all operational, financial, and administrative aspects of the unit's projects.
Work Experience
Professional experience in emergency and humanitarian affairs, including knowledge of global policies and guidelines. Must have experience in implementing and delivering humanitarian and emergency projects at the field level. Experience in project implementation, management, monitoring, and reporting is advantageous. Demonstrated experience in policy and strategy development is required. Experience working in complex settings requiring sound judgment and operational flexibility is essential. Previous work in the Pacific or Papua New Guinea in a similar capacity is an advantage.
Skills
Good knowledge of migration-related subjects and experience in emergency response/humanitarian assistance with UN, international organizations, or NGOs. Ability to deliver on objectives in hardship situations and coordinate effectively with implementing partners, local authorities, and stakeholders. Works effectively in high-pressure, rapidly changing environments. Strong decision-making skills based on available information. Ability to think creatively and strategically. Good interpersonal communication and presentation skills. Proficient in Microsoft Office Suite (SharePoint, Teams, Excel, Word, PowerPoint, Publisher, Adobe).
