IOM Belarus, in partnership with the State Border Committee, is implementing a project to enhance border management, protect migrants' rights, and improve preparedness for increased cross-border migration. The project aims to align Belarusian border management with international standards, ensuring a more efficient, humane, and rights-based system that prioritizes migrant safety and well-being.
Job Purpose
This role is to develop a comprehensive curriculum and deliver three capacity-building activities on rights-based border management for the State Border Committee of Belarus. The purpose is to equip participants with knowledge and skills to manage increased migration flows effectively, protect migrant rights, and implement gender- and child-sensitive approaches. The activities will disseminate project-developed regulatory documents to foster interagency cooperation and improve responses to vulnerable migrants, ultimately contributing to safer, orderly, and regular migration.
Responsibilities
The International Consultant will conduct a needs assessment, map available IOM resources, and develop a context-specific training curriculum on rights-based border management. This includes integrating gender and child protection, interagency planning, risk assessment, and migrant assistance for vulnerable individuals. The consultant will also incorporate a project-specific regulatory document into the curriculum. Responsibilities include developing training materials, facilitating three 1.5-day workshops in regional cities for up to 30 participants each, administering pre- and post-training assessments, and submitting a final report detailing activities, results, challenges, lessons learned, and recommendations.
Work Experience
A minimum of five years of experience in migration and border governance, including inter-agency coordination, is necessary. Proven experience in designing and delivering capacity-building programs and training curricula, particularly for government stakeholders in border governance, is also required.
Skills
Proficiency in international standards for border governance, humanitarian border management, countering smuggling and trafficking, and assisting vulnerable migrants. Ability to conduct advocacy and capacity-building events. Knowledge of the regional/national context is mandatory. Skill in working with diverse stakeholders, including government and civil society.
