Job Purpose
The Financial Policy Officer - Private Sector Funding and Partnership will focus on financial policy and structuring for private sector engagements. This role provides dedicated support to the Private Sector Partnerships Division (PSP) and field offices. The officer will assist in developing tailored financial guidance, designing innovative funding approaches, and establishing financial governance frameworks. The objective is to facilitate partnerships, enhance fundraising initiatives, and scale up collaboration with private sector actors, ensuring alignment with IOM's institutional objectives and best practices in financial management.
Responsibilities
Develop, revise, and implement financial policies and procedures for private sector contributions and partnerships, ensuring alignment with IOM objectives and best practices. Conduct financial and risk impact assessments for new business models and innovative financing approaches involving the private sector. Support negotiations on financial terms with private sector donors and partners, assessing compliance and providing advisory input on risk management. Strengthen private sector financial due diligence processes and follow up on corrective actions. Provide transaction-specific financial policy advisory support for innovative private sector arrangements, including financial sustainability plans and risk identification. Clarify the financial characterization and treatment of private sector engagements. Prepare financial guidance and capacity-building materials, and support training delivery. Research and analyze best practices in managing private sector contributions within international organizations. Act as the DFAM focal point for private sector financial policy matters.
Work Experience
Experience in financial oversight and public administration is advantageous. Proven experience in financial management, internal control assessment, and compliance advisory roles is required. Demonstrated experience in researching and drafting policies and procedures, and in negotiations with private sector donors and partners is necessary. Experience within international institutions like IOM or UN organizations is beneficial.
Skills
Demonstrated negotiation and communication skills, with the ability to present information clearly and concisely in writing and verbally. Strong analytical abilities and proficiency in editing financial policies, instructions, guidelines, and reports for various audiences. Knowledge of IOM and/or UN financial regulations, policies, procedures, and reporting practices is desired.
