Organizational Context
The International Organization for Migration (IOM) in the Philippines seeks a Resource Management Assistant. This role operates under the direct supervision of the Senior Resources Management Assistant and the overall supervision of the National Resources Management Officer. Job Purpose
The Resource Management Assistant is responsible for providing comprehensive resources management support to IOM's Level 3 and other emergency responses, as well as the Department of Operations and Emergencies (DOE) at Headquarters. This role operates under the direct supervision of the Senior Resources Management Assistant (Manila Emergency Support Unit) and the overall supervision of the National Resources Management Officer. The position requires close coordination with the Chief Manila Financial Services and the Department of Financial and Administrative Management—Emergency Support Unit (DFM-ESU) to ensure effective and compliant resource management in critical operational contexts. The role contributes to the efficient functioning of emergency operations through diligent administrative and financial support.
Responsibilities
The role involves assisting with recruitment processes, including issuing consultancy contracts and supporting internship recruitment. It also includes managing contract renewals for international staff, consultants, and interns. The position requires preparing HR and administrative reports, maintaining recruitment tracking matrices, and updating staff lists. Responsibilities extend to reconciling staff transactions against posted data and preparing crisis management support reports for budget monitoring. Additionally, the role entails reviewing Purchase Requests for compliance and budget availability, assisting in vendor registration, and supporting Purchase Order creation. The assistant will also help with invoice payment processing and support project financial monitoring, including reviewing project structures and assisting with donor financial reports.
Work Experience
Experience is required in project monitoring and tracking, administrative functions, and finance. Experience in audit processes is considered an advantage.
Skills
Proficiency in MS Office and web-based applications. Strong organizational, analytical, and attention to detail skills. Ability to work independently. Knowledge of accounting systems, SAP, generally accepted accounting principles, business risk controls, and audit procedures. Excellent communication, interpersonal, and writing skills. Familiarity with financial rules, regulations, and International Public Sector Accounting Standards (IPSAS).
