Organizational Context
The International Organization for Migration (IOM), a UN-related organization established in 1951, promotes humane and orderly migration. This consultancy role supports the Immigration and Border Governance (IBG) unit in Egypt, contributing to IOM's mandate and strategic priorities through infrastructure development and capacity building for national counterparts.
Job Purpose
This consultancy provides essential technical and engineering support to IOM Egypt and national partners for the assessment, design, costing, procurement, and oversight of construction and refurbishment projects. The role ensures the high-quality and timely implementation of activities under multiple IBG-led projects. These interventions aim to strengthen institutional capacities, enhance operational readiness, and support national priorities in areas such as border management, rescue operations, and protection of vulnerable migrants, ultimately contributing to more effective migration management through improved border surveillance and search and rescue capabilities.
Responsibilities
The Consultant will provide comprehensive technical advisory and oversight support throughout the project lifecycle, acting as the customer for construction activities. Key responsibilities include reporting and coordination with IOM and government counterparts, conducting site visits and technical inspections. The role involves assessment of existing facilities, development of design documentation, preparation of Bills of Quantities (BoQs), and technical input for procurement. Oversight of construction, refurbishment, and equipment installation includes quality assurance, monitoring progress, identifying defects, and recommending corrective actions. The Consultant will also support commissioning, handover processes, and warranty period management. Additionally, the role provides expert technical guidance for project implementation, contributes to risk management and compliance, and ensures adherence to health, safety, and environmental standards.
Work Experience
A minimum of 15 years of professional experience in construction oversight, quality control, or infrastructure project management is necessary. Experience with government or defense-related infrastructure projects is advantageous. Strong knowledge of Egyptian construction codes, safety standards, and quality assurance frameworks is essential.
Skills
Excellent analytical, reporting, and communication skills. Proficiency in engineering design software (e.g., AutoCAD) and related applications. Proactive problem-solving abilities. Experience with the UN is a plus. Capacity to communicate in Arabic and English. Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
