Programme Coordinator (community Engagement And Accountability)

Job Purpose
The Programme Coordinator (Community Engagement and Accountability) will lead IOM Afghanistan's community-level engagement and accountability initiatives. This pivotal role involves informing area-based, multisectoral interventions and providing essential technical support and capacity development for community engagement processes across the mission. By collaborating with the Safeguarding unit and other Programme Coordinators, the successful candidate will significantly enhance accountability to affected populations, thereby strengthening community resilience and supporting humanitarian and recovery operations. The position is instrumental in shaping a responsive, community-oriented approach to multi-sector interventions that effectively address the needs of communities impacted by forced migration, displacement, and irregular mobility patterns.
Responsibilities
Oversee the management of the Community Engagement and Accountability unit, including operational budgets and administrative tasks. Ensure effective coordination and implementation of community engagement activities, developing Community Action Plans and integrating these approaches across all IOM Afghanistan programming. Ascertain community-based programming needs and contribute to a mission-wide strategy for community assessment, planning, project implementation, and monitoring/evaluation. Provide training and technical guidance on community mobilization and stakeholder coordination. Design and implement context-specific community engagement strategies, refining tools for social cohesion, climate action, accountability to affected populations (AAP), and gender mainstreaming. Develop and implement IOM Afghanistan’s AAP mainstreaming strategy, building communication mechanisms to address AAP concerns and ensuring robust AAP mechanisms in all operational responses. Coordinate with the Safeguarding Unit to enhance awareness and communication on prohibited conduct. Undertake necessary travel and perform other assigned duties.
Work Experience
Minimum of five years of relevant experience in community assessment and engagement processes, including capacity development. Demonstrated experience coordinating with various actors, local authorities, and directorates for project implementation. Proven experience in establishing and maintaining community feedback or accountability mechanisms. Experience with multi-sectoral projects across the humanitarian-development-peacebuilding nexus is advantageous. Experience with UN system/INGOs and working in Afghanistan or similar contexts is highly beneficial.
Skills
Familiarity with community participatory processes and assistance to vulnerable groups. Awareness raising, negotiation, and influencing skills. Excellent computer skills, particularly MS Office. Ability to work independently and demonstrate initiative. Outstanding written, editorial, and verbal communication skills. Strong supervisory and organizational skills.
