Organizational Context
The International Organization for Migration (IOM) is implementing a European Union-funded project in Cameroon to enhance migration governance. This initiative focuses on developing a national migration policy, strengthening institutional capacities, and supporting the sustainable reintegration of migrants. The National Project Officer role is integral to this project's success.
Job Purpose
The National Project Officer will support the management and implementation of key policy-related initiatives within the Cameroon Migration Governance Enhancement project. This involves assisting in the coordination of operational, administrative, and financial aspects, ensuring alignment with IOM policies and donor requirements. The role contributes to the development of work plans, budgets, and monitoring tools, while also facilitating data collection, analysis, and reporting. A key aspect is coordinating with various stakeholders, including government counterparts, UN agencies, and partners, to ensure effective project delivery and capacity building. The officer will also contribute to proposal development and communication efforts, ultimately supporting the project's objectives of improved migration management and migrant reintegration.
Responsibilities
The National Project Officer, under the supervision of the Chief of Mission and Head of Programmes, will manage and monitor project operations, including administrative and financial aspects, adhering to IOM and donor requirements. Responsibilities include updating supervisors on implementation status, identifying challenges, and proposing solutions. The officer will contribute to developing work plans, budgets, and monitoring tools, and coordinate data collection, verification, and analysis. This includes maintaining information management systems and social media for project visibility. The role involves coordinating the preparation and dissemination of project reports, liaising with donors, partners, UN agencies, and government counterparts. Additionally, the officer will contribute to planning and delivering capacity-building activities, attending relevant meetings and forums, and participating in the preparation of project proposals and communication materials. Supervision and technical guidance to project staff, undertaking duty travel, and performing other related duties are also required.
Work Experience
Required experience includes liaising with governmental authorities, national/international institutions, UN agencies, and NGOs. Demonstrated supervisory experience is mandatory. Experience in project management at a managerial and technical level, particularly in emergency, post-disaster, or conflict contexts, is essential. Experience working with vulnerable groups such as migrants, refugees, IDPs, and victims of trafficking is also necessary. Prior experience with international humanitarian organizations or in a multicultural setting is advantageous.
Skills
Key skills include effective collaboration with local authorities, stakeholders, and beneficiaries; excellent organizational, analytical, and creative thinking abilities; strong interpersonal and communication skills; and excellent team management and coordination competencies. Proven ability to work with limited supervision and proficiency in computer skills (Word, Excel, databases) are essential. Fluency in English and French (oral and written) is required, with working knowledge of Spanish being desirable.
