Organizational Context
The International Organization for Migration (IOM), a UN agency, supports governments in managing migration. Job Purpose
This role supports the development of a register-based population model and related ICT systems for Ukraine's State Statistics Service (SSSU), with IOM's assistance. The purpose is to strengthen the production of official statistics on the de facto population, including demographic characteristics, mobility, and migration, by improving the use of administrative data. The initiative aligns with international standards (UNECE, Eurostat) and Ukraine's EU accession goals. It is crucial for producing timely population estimates, accounting for war-related migration, and improving the inclusion of internally displaced persons (IDPs). Ultimately, the role contributes to enhancing SSSU's institutional capacity and aligning Ukraine's statistical system with global best practices, supporting preparation for the 2030 census round.
Responsibilities
The consultant will define functional and technical requirements for the Statistical Population Register (SPR), detailing key system functions like data ingestion, linkage, validation, processing, storage, updating, audit trails, and reporting. Responsibilities include conducting a capability inventory and gap analysis of administrative registers, defining interoperability requirements for integration via the Trembita system using SDMX, and contributing to technical specifications and feasibility-oriented documentation. The role involves proposing requirements for system architecture, workflow, maintainability, data security, integrity, confidentiality, access control, and user roles. Deliverables include an inception note, draft and final technical requirements packages, user-role catalogues, access-pattern documentation, and an architectural blueprint, ensuring alignment with the UNECE statistical modernization framework and stakeholder understanding.
Work Experience
A minimum of 8 years of relevant professional experience in statistical information systems, population register systems, or large-scale data systems is required. Demonstrated experience with the Trembita government data-exchange system or Ukrainian governmental registers, understanding of Ukrainian data sharing regulations, and experience translating needs into technical requirements are essential. Experience in international technical assistance projects and preparing technical documentation is also required.
Skills
Strong technical writing and system design communication skills. Ability to bridge methodological, institutional, and technical perspectives. Proficient understanding of interoperability, data exchange, security, and access control. Good coordination and stakeholder engagement skills.
