Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. It collaborates with governmental, intergovernmental, and non-governmental partners, providing services and advice to governments and migrants. This consultancy contributes to the UN Network on Migration Secretariat, specifically supporting the EU-UN Partnership for Migration Capacity Building Programme.
Job Purpose
This consultancy's primary purpose is to conduct a comprehensive retrospective evaluation of the EU-UN Partnership for Migration Capacity Building Programme (2021-2026). The evaluation will assess the programme's effectiveness, efficiency, relevance, coherence, sustainability, and impact. It aims to identify best practices, operational challenges, enabling factors, and lessons learned to inform future initiatives by the UN Network on Migration and its partners. The consultancy will address results and system-level questions, focusing on catalytic value, lasting impact, and pathways for institutional sustainability and scale-up, particularly in relation to the Global Compact for Migration (GCM) implementation and migration governance capacity development.
Responsibilities
The consultant will deliver an Inception Report detailing the refined evaluation design, methodology, stakeholder map, data collection tools, and work plan. Subsequently, an Analytical Portfolio Review and Evidence Matrix will be produced, synthesizing programme documents and collected data. A Draft Evaluation Report will be submitted for review, followed by a Final Evaluation Report ready for publication. Key evaluation dimensions include assessing the Programme's relevance and positioning concerning migration needs and global frameworks (GCM, 2030 Agenda), its role in strengthening UN system-wide coordination and strategic engagement, and its support to governments in advancing GCM implementation and migration governance. The evaluation will also assess the Programme's scalability, sustainability, and added value in advancing migration governance within the UN system and among Member States.
Work Experience
A minimum of 8-10 years of progressive experience in conducting evaluations, strategic assessments, or research within international cooperation, migration governance, or UN programming is required. Programmatic experience related to the GCM, UN Network on Migration, and Migration MPTF is essential. Demonstrated experience working with IOM or the UN system, particularly in inter-agency coordination or capacity building, and a track record of producing high-quality analytical reports for senior audiences are also necessary.
Skills
Proven expertise in qualitative and mixed-methods evaluation design and application. Solid track record in portfolio-level, multi-country, or system-level evaluations involving UN and government stakeholders. Demonstrated ability to manage large-scale evaluations professionally and collaboratively. Excellent facilitation and communication skills for engaging diverse stakeholders.
