Job Purpose
The purpose of this role is to provide essential administrative and financial support to IOM's programs, specifically focusing on their implementation through various partners (IPs) across Pakistan and its sub-offices. The incumbent will work under the direct supervision of the National Finance and Compliance Officer and the overall guidance of the Budgeting and Financial Compliance Officer. This position is crucial for ensuring the smooth and compliant execution of IOM's migration initiatives by supporting financial processes, reviews, and capacity building for implementing partners. The role contributes to the organization's mandate of promoting humane and orderly migration by ensuring financial accountability and operational efficiency within program delivery.
Responsibilities
Key responsibilities include supporting and evaluating systems and processes for implementing partners (IPs), including budget and financial reviews, risk mitigation, and SOP assessments. The role involves enhancing IP financial and fiduciary accountability through process streamlining and capacity building. Specific duties include developing benchmark costs for IP budgets, mentoring IPs on systems and processes, and conducting capacity assessments to identify improvement areas. Financial oversight extends to reviewing IP budget proposals for reasonableness, ensuring compliance with IOM procurement rules, and mentoring IPs on procurement processes. The associate will also conduct quality control checks on IP-related files and payment requests, perform assurance procedures for significant financial transactions, manage IP-related files, and provide ad hoc translation services from Urdu to English.
Work Experience
Required experience includes a background in finance and accounting. Additionally, experience in project finance reporting and knowledge of conducting audits or IP reviews are essential for this role.
Skills
Proficiency in UN accounting systems and procedures, and ERP systems, is a distinct advantage. The role requires proven ability to prepare clear, concise reports and to analyze and interpret data. High computer literacy is essential, with excellent knowledge of Excel and good knowledge of other MS Office products.
