Organizational Context

The International Organization for Migration (IOM) is a UN-related organization dedicated to promoting humane and orderly migration. The Public Health Unit (PHU) in Lebanon supports national and local health systems through various interventions, including disease surveillance and health system strengthening. This consultancy role contributes to the PHU's efforts in Lebanon.

Job Purpose

This consultancy aims to provide surge capacity to IOM's Public Health Unit (PHU) in Lebanon, supporting the implementation and monitoring of various public health interventions. The role will focus on field verification, activity follow-up, data collection, and reporting to enhance the quality, timeliness, and accountability of PHU activities. The consultant will contribute to strengthening essential health services, preparedness, and response capacities for vulnerable populations across Lebanon, working in close coordination with the Ministry of Public Health and other partners. The consultancy is deliverable-based, with performance tied to the timely submission of agreed outputs.

Responsibilities

The consultant will support IOM's Public Health Unit by conducting field verification missions to various health activities and facilities, submitting detailed reports on implementation status, observations, and recommended actions. Responsibilities include preparing monthly monitoring and evidence packages, conducting data quality assurance, and submitting analytical reports on community-based health activities. The consultant will also verify facility and service delivery, document stakeholder engagement, and perform rapid monitoring exercises when required. A consolidated monthly report summarizing key findings, trends, risks, and recommendations from all monitoring and verification activities will be a key deliverable. The consultant will not undertake supervisory, administrative, or budget management functions.

Work Experience

Experience is required in liaising with governmental and non-governmental organizations, working with vulnerable populations (migrants, refugees, IDPs), and in field implementation, health promotion, or public health surveillance. Experience in monitoring, verification, data quality assurance, or health information management is advantageous.

Skills

English and Arabic fluency are required. Knowledge of French or other UN languages is an advantage. Competencies include teamwork, delivering results, knowledge management, accountability, and communication.
