Organizational Context
The International Organization for Migration (IOM) has been active in the Central African Republic (CAR) since 2006, addressing migration, humanitarian, and development challenges exacerbated by conflict. IOM CAR provides a multi-sectoral response including humanitarian assistance, displacement tracking, migration governance support, community stabilization, and reintegration. The Prevention of Sexual Exploitation, Abuse and Harassment (PSEAH) is a key priority, contributing to UN and IASC efforts. This role operates under the Chief of Mission, coordinating with regional and global PSEAH units.
Job Purpose
This role is responsible for overseeing and managing IOM's Prevention of Sexual Exploitation, Abuse, and Harassment (PSEAH) efforts in the Central African Republic, adopting a victim-centered approach. The PSEAH Officer will contribute to IOM's and the UN's broader efforts in this critical area, aligning with IOM's five-pillar PSEAH strategy. The position involves developing and implementing operational PSEAH work plans, ensuring PSEAH is integrated into country strategies and project development, and actively participating in inter-agency PSEA networks. The role also focuses on prevention through risk assessments, training, and awareness campaigns, as well as managing response mechanisms and referrals for victim assistance, in close coordination with relevant internal and external stakeholders.
Responsibilities
Coordinate the development and implementation of an operational PSEAH Work Plan, ensuring its integration into IOM's Country Office Strategy and project proposals. Participate actively in inter-agency PSEA Network activities and internal coordination initiatives. Manage the collection, analysis, and reporting of PSEAH data to demonstrate trends and impact. Undertake assessments to identify SEAH risks and develop mitigation measures, integrating them into IOM programming and operations. Develop and deliver PSEAH training for IOM personnel, partners, and stakeholders, and oversee the localization and implementation of communication and awareness-raising strategies. Coordinate the mapping and development of victim assistance pathways, safely respond to SEAH disclosures, and manage referrals for victim/survivor assistance in line with established mechanisms. Monitor risks for victims/survivors and ensure regular assessment of their needs.
Work Experience
Professional experience in PSEAH, protection, child protection, GBV, accountability to affected populations (AAP), gender mainstreaming, or humanitarian affairs. Experience in managing PSEAH, child protection, or GBV cases. Strong coordination experience within the UN system and with interagency partners. Experience in developing and facilitating trainings, risk assessments, proposal development, and creating SOPs and tools.
Skills
Ability to work across sectors on cross-cutting themes. Strong written and oral communication skills, effective in representation and liaison. Ability to organize work independently, prioritize under pressure, and coordinate multiple tasks. Empathy, sensitivity, and a victim-centered approach when working with affected individuals. Knowledge of UN/IOM's PSEAH and Ethics frameworks. Ability to maintain strict confidentiality.
