Organizational Context
The International Organization for Migration (IOM) supports the United States Refugee Admissions Program (USRAP) globally. Within IOM, the Resettlement and Movement Management (RMM) Unit provides oversight for USRAP support. This role operates within the Ports of Entry (POEs) at U.S. international airports, managing critical support for refugee resettlement upon arrival, as per an MOU with the U.S. State Department.
Job Purpose
This role serves as a Movement Operations Associate (Field Support, Airport) at Newark Liberty International Airport, supporting the United States Refugee Admissions Program (USRAP). The primary purpose is to provide essential field support to arriving refugees and migrants, ensuring their safe, dignified, and humane processing and onward movement. This involves assisting with immigration and customs procedures, coordinating transportation, and managing necessary documentation. The position plays a crucial part in the successful resettlement of individuals to the United States by facilitating a smooth transition from international arrival to their final destinations, working under the direct supervision of the National Operations Associate.
Responsibilities
The Movement Operations Associate will undertake field support activities at Newark Liberty International Airport, assisting arriving refugees and migrants with all aspects of arrival procedures, including documentation, immigration, customs, and onward transportation. This includes providing custodial care of travel documents, verifying identities, escorting individuals, and ensuring those with special needs receive appropriate support. The role involves communicating with airlines and CBP to resolve issues, preparing and completing required paperwork for domestic transportation and post-arrival formalities, and managing flight packages and bookings. Additionally, the associate will accompany medical cases to hospitals, provide assistance at transit hotels, offer interpretation services when needed, and certify/validate booking information in IOM systems. Incident reporting, quality assurance checks, and training new team members are also key duties. The position requires maintaining confidentiality of information and adhering to IOM’s Code of Conduct and PSEA standards.
Work Experience
Required experience includes operational work at a U.S. Port of Entry (POE) with knowledge of movement workflows and CBP coordination. Demonstrated understanding of airline processes and CBP procedures for beneficiary movement is essential. Prior experience in movement operations, transportation, or management, particularly within resettlement programs, is strongly preferred. Experience guiding junior staff and communicating with beneficiaries is also valuable.
Skills
Proficiency in Microsoft Office and other computer software. Strong interpersonal and communication skills. Excellent attention to detail and organizational abilities. Self-motivated, objective-driven, and capable of working under pressure with minimal supervision. Team leadership capabilities are also required. Must meet airport badging and security clearance requirements, including background checks and fingerprinting. U.S. residency is required.
