Job Purpose
The Senior Resource Mobilization and Project Development Officer, under the Chief of Mission's supervision, is accountable for project development and donor liaison. This involves creating, reviewing, and submitting project proposals, leading proactive donor engagement, gathering strategic intelligence, and identifying funding opportunities. The role aims to advance IOM's strategic objectives in Brazil through program development and forging strategic partnerships with government, institutional, private sector, and philanthropic entities. The officer will advise senior leadership on emerging trends and position IOM within the evolving financing landscape, also deputizing for the Chief of Mission when necessary.
Responsibilities
Develop and implement a country-level resource mobilization strategy aligned with IOM's priorities, integrating donor intelligence and funding trends. Cultivate strong relationships with traditional and non-traditional donors, including governments, private sector entities, and pooled funding mechanisms. Forge partnerships with UN agencies, NGOs, and other stakeholders for joint resource mobilization, representing IOM in donor coordination meetings. Identify project opportunities based on national needs in collaboration with relevant units and partners, staying updated on funding trends and donor priorities. Coordinate the design and development of new programs and projects, ensuring compliance with donor requirements and IOM standards. Conduct research on donor priorities and emerging trends, providing strategic advice to senior management. Organize fundraising activities and develop materials to showcase IOM's impact. Track resource mobilization targets and evaluate strategies based on performance.
Work Experience
Proven experience in donor relations and partnership management, including direct engagement with donors and cross-organizational coordination, particularly in Brazil. Experience in negotiating and processing funding agreements, project development, technical writing, and editing within the international development/humanitarian sector. Experience developing resource mobilization tools and materials, and fundraising with private sectors and Multilateral Development Banks.
Skills
Demonstrated analytical and planning skills; ability to establish working relationships with governmental authorities, institutions, and NGOs. Strong interpersonal skills for building partnerships. Skilled in designing and delivering capacity-building initiatives. In-depth knowledge of IOM's funding landscape and processes. Ability to supervise and train staff. Effective collaboration in multicultural environments. Efficient management of multiple tasks and deadlines. Excellent drafting skills for donor correspondence and communications. Familiarity with CRM tools is an advantage. Proven skills in Project Development.
