Job Purpose
The Programme Manager (Community Stabilization) is responsible for the overall development, management, and oversight of all community stabilization activities in the Central African Republic. This role involves managing project managers, coordinating with sub-offices, local authorities, and partners to ensure high-quality, timely, and budget-compliant project implementation. The position also entails managing and coordinating various infrastructure projects, including Immigration and Border Management and Community Stabilization, ensuring quality control throughout the project lifecycle from assessment to technical evaluation. The role directly supports the Chief of Mission and collaborates with the Regional Office and Headquarters.
Responsibilities
Develop and implement strategies for the community stabilization (CS) portfolio, identifying new project opportunities aligned with governmental needs and available resources. Secure donor funding and mobilize resources. Provide expert advice on program modifications based on evolving realities and evidence-based approaches. Exercise financial, programmatic, and operational management for CS programs, ensuring compliance with budgets and donor agreements. Oversee monitoring and evaluation, integrating new methods for improved project effectiveness. Develop and implement programmatic planning and reporting tools, including a CS database. Supervise the preparation of implementation and donor reports. Represent IOM in relevant coordination mechanisms, donor briefings, and high-level meetings. Mentor CS staff and coordinate with other IOM offices to ensure adherence to global CS policies and best practices. Manage and coordinate engineers, ensuring efficient allocation of time and adherence to project deadlines. Oversee infrastructure project tendering, contract negotiation, and quality control, developing an information management system for tracking projects. Conduct field visits for monitoring and assessment, ensuring quality and correct implementation.
Work Experience
Requires good knowledge of project development, implementation, monitoring, and evaluation. Sound experience in community recovery and stabilization in post-conflict or migration settings is essential. Experience liaising with governmental and institutional bodies is necessary. Experience in the West and Central African region is an asset. Excellent knowledge of technical cooperation principles is required.
