Organizational Context

The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. This Project Officer role, based in Brasilia, Brazil, operates under the Chief of Mission and Head of Programmes. The position is crucial for overseeing and coordinating IOM Brazil's initiatives in Counter Trafficking, Integrated Border Governance, and Resettlement and Movement Management.

Job Purpose

The Project Officer is responsible for providing oversight and coordinating key IOM Brazil portfolios, including Counter Trafficking (CT), Integrated Border Governance (IBG), and Resettlement and Movement Management (RMM). This involves leading the implementation of activities aimed at combating human trafficking and migrant smuggling, managing border governance, and facilitating resettlement and complementary pathways. A significant aspect of the role includes coordinating the mission's response to Afghan migration in Brazil, focusing on visa issuance and residence permits. The officer will collaborate with various units, liaise with international counterparts, engage with the Brazilian government on humanitarian visa policies, and support the expansion of the Community Sponsorship Programme for beneficiaries of humanitarian visas.

Responsibilities

The Project Officer will manage the operational, administrative, and financial aspects of projects, ensuring compliance with IOM policies and donor requirements. Key duties include monitoring project implementation, identifying gaps, and proposing improvements. The role involves contributing to work plan and budget development, creating Monitoring & Evaluation tools, and coordinating data collection and analysis. Reporting is a critical function, requiring timely preparation and dissemination of project reports. The officer will also coordinate communication efforts, including awareness materials and press releases. Stakeholder engagement is essential, involving liaison with donors, partners, UN agencies, and government counterparts. Furthermore, the role includes planning and delivering capacity-building activities, supervising project staff, and undertaking duty travel for project oversight and assessments.

Work Experience

Required experience includes liaising with governmental authorities, national/international institutions, UN agencies, and NGOs. Experience working with vulnerable groups such as migrants, refugees, internally displaced persons, and victims of trafficking is essential. Prior experience with international humanitarian organizations or governmental/non-governmental institutions in a multicultural setting is considered an advantage.

Skills

Key skills include project management, particularly with government, UN agencies, civil society, or international organizations. Experience in liaising with diverse stakeholders is crucial. Demonstrated knowledge of the Afghan migration framework in Brazil is noted. A minimum of two years of professional experience in migration, resettlement, family reunification, or protection programs is required. Proficiency in Microsoft 365 and Adobe Acrobat is beneficial. Strong organizational, planning, and communication skills are necessary, along with the ability to work under pressure and independently.
