Operations Officer (humanitarian Response And Recovery)
Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on promoting humane and orderly migration. It works with governments and partners to save lives, protect migrants, resolve displacement issues, and facilitate legal migration pathways. The Operations Officer role is situated within the Country Office, reporting to the Chief of Mission and Senior Programme Coordinator.
Job Purpose
The Operations Officer (Humanitarian Response and Recovery) is accountable for coordinating IOM's operations in response to humanitarian challenges and recovery efforts within the Country Office. This involves ensuring the effective and coherent implementation of emergency response and recovery activities, aligning them with IOM's policies and procedures. The role contributes to strengthening the organization's preparedness and response capacity by improving coordination, facilitating alignment with inter-sectoral planning, and implementing preparedness initiatives. The position also involves reporting, staff guidance, proposal development, donor liaison, and active participation in humanitarian coordination fora.
Responsibilities
Coordinate and monitor all operational and administrative aspects of emergency projects, ensuring effectiveness, coherence, and adherence to IOM policies. Collaborate with the Senior Programme Coordinator to ensure seamless integration of emergency response and recovery activities. Enhance IOM's response preparedness by improving program coordination, aligning with inter-sectoral frameworks, and implementing preparedness efforts. Stay updated on humanitarian policies, international standards, and best practices, incorporating cross-cutting issues like gender, age, and protection. Prepare and submit timely project reports, updates, and summaries. Guide and train staff on humanitarian response. Identify new emergency response opportunities and contribute to project proposal development. Liaise with donors to mobilize financial support and participate in humanitarian coordination groups and meetings with stakeholders. Undertake travel for assessments, monitoring, and project development.
Work Experience
Experience in emergency/humanitarian contexts, including liaison with government officials, donors, UN personnel, and NGOs. Practical project management experience covering administrative and financial management, procurement, HR procedures, and internal controls. Experience in IOM's emergency/humanitarian programming areas such as emergency coordination, Non-Food Items (NFI)/shelter, Camp Coordination and Camp Management (CCCM), or preparedness and response.
Skills
Excellent judgment and analytical skills for rapid problem-solving. Ability to work independently with minimal supervision. Capacity to perform effectively in high-pressure, rapidly changing environments. Advanced proficiency in MS Office suite (Excel, PowerPoint, Outlook).
