Organizational Context
The International Organization for Migration (IOM), a UN-related agency established in 1951, promotes humane and orderly migration. This consultancy supports the Government of Bangladesh, specifically the Ministry of Expatriates’ Welfare and Overseas Employment and the Wage Earners’ Welfare Board, in developing a Standard Operating Procedure (SOP) for post-arrival immediate assistance and referral services for returnee migrants at international airports.
Job Purpose
This role aims to enhance national systems for the management and sustainable reintegration of migrants. The purpose is to develop a comprehensive, standardized, coordinated, and rights-based Post-Arrival SOP, including an Immediate Assistance and Referral Framework. This SOP will ensure a systematic, timely, and dignified response for Bangladeshi migrants returning through international airports, addressing humanitarian, protection, and reintegration challenges faced by vulnerable returnees. The consultant will work under the supervision of IOM's Migration Policy and Sustainable Development Unit, collaborating with government institutions to translate policy into operational guidance for frontline actors and service providers.
Responsibilities
The consultant will develop a comprehensive Standard Operating Procedure (SOP) for post-arrival immediate assistance and referral services for returnee migrants. This involves conducting a desk review of relevant policies, laws, and existing airport procedures, and mapping key stakeholders and their services. The consultant will facilitate consultations with government ministries, airport authorities, law enforcement, service providers, civil society, development partners, and returnee migrants. Key tasks include developing the SOP content covering reception, screening, vulnerability identification, immediate assistance (basic needs, health, PFA, shelter, information), data protection, roles and responsibilities, coordination, referral, and complaint mechanisms. The consultant will also develop necessary guidelines and tools, ensuring gender-sensitive and protection-focused approaches, and prepare a final summary report with implementation recommendations.
Work Experience
A minimum of 7 years of relevant professional experience is required in policy development, migration governance, or reintegration programming. Experience in drafting SOPs, operational frameworks, or referral mechanisms, and facilitating multistakeholder consultations is essential. Knowledge of the migration and return context in Bangladesh is also necessary.
