Organizational Context
The International Organization for Migration (IOM) in Sri Lanka, funded by the European Union, is implementing a sub-regional project focused on climate mobility. This project aims to strengthen the governance of climate-related migration and displacement across South Asia, developing national and regional frameworks to address the impacts of climate change on human mobility.
Job Purpose
This consultancy aims to conduct a comprehensive Data Gap Analysis of existing data and data governance systems related to climate mobility and disaster-related displacement in Sri Lanka. The purpose is to identify strengths, gaps, inconsistencies, and coordination challenges within current frameworks. The role will provide practical, harmonized recommendations to enhance these systems, contributing to evidence-based policy formulation and the planned revision of national disaster management plans. The analysis will consider both formal data systems and operational, ground-level information flows, ensuring a holistic understanding of data use in preparedness, response, recovery, and relocation decision-making.
Responsibilities
The consultant will map institutional mandates and coordination structures for climate and disaster data, assessing inter-agency effectiveness. Responsibilities include reviewing and analyzing existing data collection methodologies, indicators, tools, and reporting formats, and mapping data pathways from community to national levels. The role involves examining data use across the mobility lifecycle, from early warnings to long-term settlement. Field-level consultations will be conducted to understand practical data application during disaster events. The consultant will analyze data-sharing frameworks, assess existing tools, and review Early Warning Systems' linkages with data and disaster management procedures. Recommendations will be provided on standardized indicators, methodological harmonization, institutional coordination, data-sharing protocols, capacity building, and minimum operational data requirements, ensuring integration of gender, disability, human rights, and conflict sensitivity.
Work Experience
A minimum of 7 years of experience is required in disaster data systems, migration data, or climate risk analysis. Demonstrated experience in conducting institutional or data gap analyses is essential. Experience working with government institutions and UN agencies is also necessary.
Skills
Proven analytical and report-writing skills. Fluency in English is required; knowledge of Sinhala and/or Tamil is an asset. Strong understanding of Sri Lanka’s disaster management and climate governance frameworks. Experience with displacement tracking systems.
