Job Purpose
The Senior Finance Associate, reporting to the National Finance Officer, will support and monitor the financial, accounting, budgeting, and administrative functions of the IOM Country Office in Jakarta. This role is crucial for ensuring high-quality, effective, and efficient resource management. The position involves providing procedural guidance, preparing budget submissions, managing monthly accounts closure, conducting quality control checks, and monitoring project funds and expenditures. The Associate will also provide financial information for decision-making, support operational planning, ensure compliance with financial policies, and assist with audits and reporting, contributing to the overall operational integrity of the mission.
Responsibilities
Provide procedural guidance and technical support to finance staff, including those in sub-offices. Assist in preparing annual budget submissions and revisions, estimating costs for staff, operations, and contracts. Manage the monthly accounts closure process, ensuring compliance with financial policies and regulations. Conduct quality control checks, monitor outstanding payables, and reconcile balance sheet accounts. Oversee financial resources by monitoring project funds and expenditures, coordinating with program and supply chain units. Generate regular and ad hoc financial reports to support decision-making. Ensure accurate and timely processing and recording of accounting transactions, supported by valid documentation. Provide on-the-job training on financial processes and systems, including the WAVE ERP. Assist with audit queries and follow up on recommendations. Prepare various financial and statistical reports as required.
Work Experience
Requires experience in financial administration, including accounting and budgeting. Experience with an Enterprise Resource Planning (ERP) system is necessary. Experience in supporting accounts closure, donor reporting, and analyzing complex accounting transactions is also required. Prior work in international humanitarian organizations or governmental institutions in a multicultural setting is advantageous.
Skills
Ability to collaborate professionally with internal and external partners. Demonstrated ability to act independently and exercise sound judgment. Capacity to work under pressure. Proven ability to prepare clear and concise reports. Knowledge of International Public Sector Accounting Standards (IPSAS) is an advantage. Proficiency in WAVE Oracle is highly desirable.
