Job Purpose
The National Resources Management Officer, reporting to the Head of Resources Management, will be responsible for supervising and managing the budgetary, financial, supply chain, and other administrative functions for the IOM Indonesia Country Office and its sub-offices. This role involves close coordination with various IOM regional and headquarters offices, as well as providing essential support to staff members in these critical areas. The position ensures high-quality, effective, and efficient resource management, contributing directly to the successful implementation of IOM's mission in Indonesia.
Responsibilities
The role involves supporting the monitoring and oversight of financial management for all Country Office activities, including expenditure review and accountability. Key duties include facilitating treasury management through cash flow forecasting, controlling disbursed funds, and validating fund adherence to donor agreements. The officer will prepare financial reviews, oversee budget control, analyze variances, and proactively prevent project deficits. Responsibilities also extend to assisting with annual budget preparation, maintaining internal controls to safeguard assets, and reviewing payroll against budgets. The position supports supply chain coordination, contract management, fleet management, and premises maintenance. Additionally, it requires participation in UN operational meetings and recommending improvements to systems and procedures.
Work Experience
Required experience includes financial administration (management, accounting, budgeting), procurement and logistics, and using an Enterprise Resource Planning system. Experience in emergency operations, monitoring and evaluation, or audit is considered an advantage.
Skills
Key skills include effective team leadership, respectful and sensitive communication in multicultural environments, professional collaboration with diverse partners, independent judgment, and the ability to work under pressure. Demonstrated ability to prepare clear, concise reports is essential. Knowledge of International Public Sector Accounting Standards (IPSAS) is advantageous, and knowledge of WAVE Oracle is highly desirable.
