Organizational Context
The International Organization for Migration (IOM) in El Salvador supports the national migration governance framework, aligned with the UN's Global Compact for Safe, Orderly and Regular Migration. The project operates under the Ministry of Foreign Affairs' Viceministry of Diaspora and Human Mobility, specifically within the Department of Humanitarian Management, which leads efforts in migrant assistance and protection.
Job Purpose
This consultancy aims to update the Protocol for Humanitarian Assistance and Management for Salvadorans Abroad. This initiative is crucial for aligning with the National Implementation Plan (PNI) of the Global Compact for Migration, strengthening operational processes, and ensuring legal compliance with El Salvador's laws protecting diaspora and mobile populations. The updated protocol will reflect current migration realities and institutional advancements, promoting more efficient, humane, and individualized assistance to Salvadoran migrants abroad, thereby reinforcing public policies for human development and the protection of their rights.
Responsibilities
The consultant will deliver three key products. First, a detailed work plan including a timeline, methodology, identification of key informants, information gathering tools, and an outline for the updated protocol. Second, the comprehensive Protocol for Humanitarian Assistance and Management for Salvadorans Abroad, encompassing context, situational analysis, legal framework, objectives, principles, glossary, action lines, differentiated guides for specific populations, and detailed technical, legal, and administrative procedures with flowcharts and annexes. Third, a practical application manual for the protocol, including training guidance, a 'popular version' document, and a workshop to test its application, culminating in a report with pre/post-test analysis and recommendations.
Work Experience
A minimum of five years of verifiable experience in humanitarian assistance, management, and protection is required, with a focus on vulnerable populations, legal processes, training, planning, and public policies. Experience working with UN agencies or other cooperation organizations is advantageous, as is experience with public institutions in assistance and protection.
